A mechanism for the Electorate to call a General Election in the House of Commons.

The triggering of an early election can only be done by:
1) The UK Government
2) A vote of no confidence called by the opposition in the House of Commons.
At present, there is no way, in a supposed democracy, for the electorate themselves to signal that they have no confidence in the current UK Government, to remove them from office and to force a General Election. We believe this to be a serious democratic deficit.
This petition calls for legislation to be passed creating a mechanism for the people of the UK to be able to state that the UK Government no longer commands the confidence of the people and as a result, the confidence of their elected representatives in the House of Commons.
Proposed method:
When a petition is given to any member of the House of Commons by a member of the electorate and that petition states that "The electorate has no confidence in HM Government" and contains signatures of the electorate which is at least one more than the number of votes that were cast for the party currently in Government at the last general election:
(1) the MP will have a legal duty to put that before the House of Commons; and
(2) the UK Government will have a legal duty to dissolve parliament and call a General Election.

Proposed text:
1. Where a petition is placed before the House of Commons by any member of the House on behalf of a petitioning member of the electorate-
(a) Stating that “The electorate has no confidence in HM Government”; and
(b) Baring signatures of the electorate; and
(c) Where those signatures equal a minimum of the number of ballots cast at the previous General Election for the incumbent Party of HM Government, plus one;
It shall be declared by the Speaker of the House of Commons that -
(a) the HM Government “no longer commands the confidence of Parliament and of the Electorate”; and
(b) the HM Government shall announce the dissolution of Parliament; and
(c) A general election shall be called.
2. Any petition by a member of the electorate which is delivered to a member of the House of Commons in the form prescribed above, the member shall have a legal duty to lay that petition before the House.
