We support House Bill 401.

It will permit qualified patients and designated caregivers to purchase and possess cannabis for medical use 

This bill would allow those with debilitating medical conditions to access cannabis via licensed retailers without fear of undue discrimination in employment and housing.

Passage of this legislation will offer qualified patients state-sanctioned access to a therapy that recent studies find significant benefits. Thirty three states and the District of Columbia already offer similar patient protections.

Data from other states finds that the enactment of medical marijuana access is associated with lower rates of opioid abuse and mortality, and does not negatively impact workplace safety, teen use, or motor vehicle safety.

Previously enacted legislation that sought to provide patients with legal access to cannabidiol, a single compound in the marijuana plant, is not sufficiently addressing patients’ needs. This law also provides no legal, in-state, consistent, standardized source for medicine and leaves far too many patients suffering needlessly. 

North Carolina’s patients deserve the option to legally access a botanical product that is objectively safer than the litany of pharmaceutical drugs it could replace.

A patient’s treatment options should not be limited by the government, but rather should be determined in confidence between a patient and their doctor.

Please allow medical patients and their doctors the freedom to decide what treatment options are best -- free from political interference, and support HB 401.
