When did grave robbing become acceptable? Is this 'the new normal'?

It is now normal to read that personal belongings, keepsakes and ornaments etc are being stolen from Houghton Regis Cemetery or any other for that matter? Is it not bad enough to have lost the one that you love without also losing the lights/candles and gifts repeatedly!?

Almost each person we strike up conversations with when visiting the cemetry have experienced items stolen from their loved ones resting places, someone's mum, someone's dad, a doting husband or loving wife and even children's graves are not safe. 

I have contacted the council, police and newspaper previously but I have been advised there is not enough in the budget to improve security in this cemetery. 

Since then, the stories from families broken hearted following the braisen theft of gifts left for their loved ones has increased.  Is it too much to ask for our loved ones gifts to be left in peace? When I made contact with the powers at be they were apologetic in that they couldn't help and the newspaper thankfully put it on their front page, probably due to its disgusting contents!!!

Would it be impossible to improve security by way of cameras and lighting? This should act as a deterrent to the vile scum that see this behaviour as acceptable and appease those who feel their loved ones even though they are not living deserve security and respect too.
