This petition is in support of Boulder County residents who are constantly plagued by low flying hot air balloons that practice illegal contour flying .
--For profit Hot Air Balloon operators currently launch from Gunbarrel, an unincorporated area of Boulder County. Gunbarrel is an extremely congested area that includes: light industrial and commercial businesses, residential sub-divisions, a railroad line, a four laned divided highway (the Diagonal highway), power lines, schools, the IBM campus, the Boulder Tech Center and a soon to be developed commercial shopping mall and brewery.
-- Hot Air Balloon Operators use this congested location to access nearby rural properties which are seen as tourist destinations. Farmers and ranchers routinely have to wave off balloons that insist on illegally landing on their properties, hot air balloons hover at lower altitudes over rural properties in order for clients to see rural operations. Hot air balloons routinely come down inappropriately at Twin Peaks Mall, in the middle of roads, in feedlots, on school properties such as Niwot High School and the Waldorf School. They also land at the Boulder Tech Center, in the middle of the Diagonal Hwy, in trees, in the town of Niwot and other locations ill suited for Hot Air Balloon activity. Hot Air Balloons also routinely land on Boulder County Open Space which is expressly forbidden by the Boulder County Open Space Charter.
--Hot Air Balloons have propane burners which emit a high frequency sound heard by animals. Horse owners in particular suffer when hot air balloons violate FAA regulations and fail to fly at minimum altitudes and or/ intentionally hover or fly recklessly in agricultural areas where there is livestock present. Horses and cattle stampede and injure themselves.
--Realtors in the area have stated that they have difficulty selling properties where hot air balloons hover at low altitudes.
--The FAA is investigating the problem with hot air balloon operators in Boulder County. If you see a hot air balloon flying at low altitude -- record the FAA licensure number on the balloon located at the base of the envelope. FAA needs visual confirmation to ID hot air balloon operators. A video is preferred.
