The purpose of this petition is to bring to the attention of the governing body of Nova Scotia a socially debilitating condition that is having a severe negative impact on the current and future economic and social development of the residence of the North shore between Halls Harbour and Parkers Cove.

Since 2014 it has been apparent that the ability of the current internet service providers to supply something even remotely meeting the requirements of the communities along the North Shore is in a word abysmal. Each year there are more and more issues around quality of service and consistency of service. Now with the massive impacts from the COVID 19 Pandemic the inability of those communities to have reliable, affordable and consistent high speed internet is having a noticeable impact on a social and educational conditions. Students who need high speed consistent service for online education activities are experiencing outages and service lags so bad they have to travel to communities on the other side of the “mountain” to meet their education needs. Families that could secure jobs working from home are barred from applying due to the lack of consistent internet, specifically high speed cable service. Current home businesses are restricted in operating or growth due to an inability to compete using the current social media and business media tools.

One the most frustrating conditions facing residence on the North Shore they are paying more for a substandard service and product than locations such as Halifax, Sidney or the communities in the Annapolis Valley. This inequality of service versus cost is just plain piracy and should be rectified immediately.

All of this can be attributed to one main factor, the inability of the governing bodies to understand the technology and to build into projects expectations that a) meets the needs of the communities, not the service providers and b) require the application of the most advanced technology and software available. It is widely known that Eastern Canada is the dumping ground for used and old internet service equipment and technology. This must stop. Instead of listening to what the service providers want to do the governing body should be issuing conditions that force the service providers to meet the standard.

This petition is to demand that before a project for expansion or upgrade to the internet service to a community in the North Shore be let out, the communities first have the opportunity to provide input and set the service delivery expectations. This will force the service providers to bring to the proposed project the existing advanced technology to ensure providing a higher degree of service and product then is currently delivered, or at the very least provide the communities with parity of service quality to the Annapolis Valley communities.
