Help my wife get her PR application to Canada reinstated

My wife Pilar, who lives in Monterrey Mexico with our son Daniel, was an accepted Permanent Resident Applicant to Canada, as of Dec. 2017. She was supposed to attend an interview in Mexico City on Dec. 17 2017, but she couldn't make it, because I wasn't able to get her the money to buy airline tickets or for the hotel. Our lawyer was supposed to get an email sent to the Canadian Embassy in Mexico City to explain why she would miss the interview. However, due to some miscommunication between myself, our lawyer, and her staff, the email arrived two hours too late, and the decision to cancel her application had been made already.

My lawyer and her law partner tried to pursue what's called an IAD (Immigration Appeals Division) appeal via a "Judicial Review" in the courts. However, they recommended that we abandon the effort, as it wasn't likely to be successful, given how the law is structured.

I have tried four times to appeal to Min. Hussen, and once to Prime Minister Trudeau, on Compassionate and Humanitarian grounds, I have a severe condition called Lymphedema which limits my mobility and stamina. It is a life-long condition, and I will need three more surgeries to get me to 80% of my former functionality. Then I could return to work at almost full-time.  I have already had two surgeries and three other hospitalizations because of it. I want my family with me; I need the emotional support of my wife (my son is a naturalized Canadian), to help me get through the next several hospitalizations. I dearly love and miss my wife; we haven't seen each other in four years, because of all my hospitalizations to date. We love each other and deserve to be together.

All of the appeals failed, and all for the same reason: The government said that because l did not go through with the IAD appeal, there was nothing they could do for me. But they entirely ignored the Compassionate and Humanitarian grounds aspect each and every time, never making any mention of it at all.

Mr. Hussen has the power to reverse the cancellation of my wife's Permanent Resident Application, but refuses to do so. It puzzles me greatly, because this government has talked about how pro-immigration they are, and they have helped so many refugees, almost to the bursting point of Provincial government resources, and yet they can't bring themselves to help out someone who had been a SUCCESSFUL Permanent Resident applicant, because of a breakdown in communication that saw a two-hour delay turn into (1)  an 18-month separation that wasn't necessary and (2) forcing my wife and I back to the very beginning of the immigration process, to the back of the line to get into Canada, while refugees get to be at the front. Why not us too?

I am on disability; I will never again be not handicapped. My wife and I fell in love twenty years ago, when we met in Vancouver BC Canada, and we have been trying to get her back here to Canada with me, so we can be a reunited family. My wife needs me, I need her, and our son needs his father (me). We all love one another deeply. But love won't pay a lawyer's bill. By this time, my wife's situation has grown so complicated, I need to hire a lawyer (at around $10,000) to wend our way through the Immigration maze. If Min. Hussen were to reactivate Pilar's PR application and allow her to have another chance at the interview at the Canadian Embassy in Mexico City, then when she gets through the interview, she can get an Immigration Visa, and come to Canada (our son can come at any time, as a Canadian -- once I can afford the plane ticket, that is!).

Please help us, and sign this petition urging Mr. Hussen to do the right thing and reactivate my wife's PR application.
