Completely exempt Senior Citizen Homes from GST

Hon'ble Finance Minister of India,

We, the SENIOR CITIZENS living in various retirement communities in various cities in India wish to bring one of our requests to your kind and immediate attention. This request relates to the path breaking tax reform the Govt has introduced in the form of GST under the leadership of Hon'ble Prime Minister Narendra Modi with your able assistance.

Sir, A GST of 12% has been imposed on the food supplied in these retirement communities in Tamil Nadu. Earlier we had been paying a VAT of 2% on the food and beverages provided by the Service Provider. This steep increase of 10% from July1,2017 has increased the financial burden of senior citizens who live on their meager pension, if any and the ever declining return on investments such as Bank Fixed deposits, Post office savings etc. As many of the senior citizens living in such homes can not cook at home, they have to necessarily take food  provided by the service provider wherein a GST of 12% is levied. This has resulted in an increase of about Rs 2000/ to Rs 5000/ for a family of 2 to 3 senior citizens.

In addition to the food charges, we also pay a monthly maintenance charge which varies from Rs 5 to Rs 7/ per sq ft of the built area of the flat. On this also, because of GST there is an increase of 3% from 15% earlier to 18% now- another added burden on the persons whose income is limited and shrinking in the face of ever increasing expenditure.

We now appeal to you, Sir, to exempt retirement communities servicing  Senior citizens completely from GST, which will help senior citizens in their silver years to lead an independent and dignified life, without expecting monetary assistance from their children and others. In case complete exemption is found infeasible, the rate of GST may be stepped down to 5% in respect of both the food charges and maintenance charges.

This request is in line with the concessions offered to senior citizens in Income tax and rail travel.
