Petition to Oppose a car wash at the corner of Osprey Ridge Drive and Fishhawk Blvd
Woodies Carwash has filed to change zoning File #PRS 21-1153 (Property Appraisal Parcel ID#88078.0025). The owners of Woodies intend to build a carwash at the corner of Osprey Ridge Dr. and FishHawk Blvd in Lithia, Florida. This is not a compatible use for this piece of property due to traffic, safety, and noise concerns. It is also inconsistent with the surrounding businesses and community aesthetics.
1. Traffic - While Woodies traffic study does put his additional traffic under the previously zoned traffic allowance, we would argue that the zoning needs to be reconsidered and not allowed for even what was previously zoned. The reason for this is in relation to the size of the parcel and location, the growth of the adjacent church property that now uses the area as an exit, the existence of almost full residency in the Preserve neighborhood which has resulted in 8 separate school bus stops during the weekdays, the already existing volume of traffic coming from the other side of Osprey Ridge Drive which results in having to sit through several light cycles in order to make a left onto Fishhawk Blvd and the nature of the roads being just one lane in and one lane out which would undoubtedly result in lines of cars preventing egress to both our neighborhood and the child care center and certainly to other businesses in the commercial area as he uses common existing roads rather than roads dedicated to his business like other new car washes in the county have done.
2. Noise - While his presented noise studies Woodies conducted measured each noise level of each machine separately rather than combined and he states that most of his machines do not exceed 59 decibels. However, most car wash noise measurements are closer to 89 decibels. He claims his building design will abate the noise but also states he's never used this design elsewhere so his numbers are clearly fabricated. However, he was not clear if his sound studies included the blowers in his new "second story design" or also the ones in the tunnel. We suspect due to the difference in measurements, he only provided to the commission the ones that fit his argument.
3. The primary reason for this hearing is that he wishes to build outside the currently zoned area up to 6500 feet and build it 4 feet higher than currently allowed. His plans indicate his building being built to the exact setback requirements with no additional roadway or areas of egress being added for his business. Again, this will undoubtedly create a traffic nightmare in a severely congested intersection in Fishhawk. Further he intends to build a 2 story building which does not exist in this area and is incongruent with current design aesthetics.
