Speed up processing times for ILR applications

The stipulated maximum time to process ILR (indefinite leave to Remain) postal applications by homeoffice is 6 months. Lot of these applications have exceeded 6 months and most of them are still awaiting a decision from last 12 months. As part of the application, homeoffice also hold with them the applicants passport and Biometric card which restrict travel which might be either work related or an emergency back home.
Homeoffice need to speed up the processing of these applications to avoid disrupting any travel plans for applicants. If in case the processing times would exceed over 6 months, they need to return the travel documents back to applicants and inform about the delay in the process.
My application is under process from october'16 and its over 6 months without my passport and biometric card. I had made plans for travel to India for my dads 70th birthday and i want to visit him on this very special birthday and unfortunately i cannot.
The change that is required is that they send the documents back once the application is filed and biometric is done. I respect the due process for the application procedure but the issue is holding the documents for months and months
