Change the fence town ordinance for corner lots in Holly Springs, NC

Change the fence town ordinance for corner lots in Holly Springs, NC
Why this petition matters

The town of Holly Springs, NC has an ordinance that defines the side of a corner lot as the 'front' and therefore prohibits fences taller than 4 feet for the side yard of that lot unless the fence is built directly off the back of the house. See link below to view ordinance and drawings.
A 4 foot fence is not sufficient to protect property, safety (of kids and animals) or privacy. This ordinance is also very unusual compared to other communities outside of Raleigh. Why should Holly Springs residents who own a corner lot have different regulations or rights than those who do not? There is a way to change the ordinance to preserve the aesthetic value of a neighborhood while allowing for the privacy and safety of all residents. The town of Apex, for example, allows 6 foot corner fences that are built 4 feet off the property line with evergreen shrubbery. The town of Fuquay-Varina allows fences on corner lots 3 feet off the property line. Cary, a suburb know for it's high standards regarding aesthetics, allows an 8 foot fence just off the property line and Wake Forest, another suburb of Raleigh with high standards allows fences up to 6 feet just off the property line.
A few developers have received approval for variations by creating a PUD (Planned Urban Development). Most residents are not covered by a PUD and exceptions through the Board of Adjustment are improbable, costly and time consuming.
I am submitting a proposal to the town to change the ordinance and I want to show the town council that this is supported by the community. Changing the ordinance would not interfere with any HOA rights to make more restrictive rules but it would allow communities to change their rule and allow a 6 foot fence for corner lots if desired.
