Stop HMRC from changing overnight allowance for lorry drivers

From April 2017, in United Kingdom, HMRC changed the laws for lorry drivers. The overnight payment has been drastically changed! In fact, the overnight payment was of £26 per night out, an amount that drivers would get for staying away from their families. From April, It's illegal for businesses to pay nightout allowance unless the lorry drivers send receipts of their expenses.
In other words, drivers are FORCED to spend £26 a day in order to get their nightout payment. This law is UNFAVOURABLE for these people of logistics who bring their cargo to the destination. In fact, it's a LAW THAT IS FAVOURABLE for the corporations and retailers! It's a LAW favourable for the strongest and not ethical for the employees.
My father, he is a lorry driver and is responsible for highly valuable transports such as luxury cars (Bentley, Mercedes, Range Rover, etc.). The £20 he gets per nightout is the amount of money we use for expenses at home. It's the only money we can afford to go out together. Taking out the nightout allowance is unethical.
