We implore the 2023 Virginia General Assembly to reenact all provisions of the Cannabis Control Act, and for the Governor to sign the bill once passed. This would pave the way for all adult Virginians to safely obtain cannabis products, and create a brand new adult use cannabis industry in the state.

Implementation of the Cannabis Control Act would allow for up to 400 retailer, 25 wholesaler, 450 cultivator, and 60 product manufacturer licenses. These potential new businesses would bring thousands of jobs to the state and create a new source of tax revenue at both the state and local level, while also uplifting local businesses that provide equipment and services.

Under the already enacted provisions of the Cannabis Control Act, it is legal for adults 21 and over to possess cannabis and grow up to four plants at their main residence. Due to the difficulty and equipment needed to grow cannabis at home, many residents will be forced to obtain cannabis through the illegal black market. Furthermore, there is currently no legal way to obtain cannabis seeds or plants other than through friendly gifting.

Not reenacting the Cannabis Control Act would lead to long-term negative impacts to Virginia's economy. The state would also be giving up its unique leadership position as the first in the south with an adult use market. Leaving the Act implemented as is would force most Virginians to seek cannabis through the illegal black market.
