In 1934, following the repeal of the 18th amendment, the Virginia General assembly created a "liquor control plan" as a successor to the 18th amendment. 

This plan gave Virginia and the General Assembly the power to appoint local officials and police to be in charge of liquor distribution in the state. While this seemed a reasonable compromise to end prohibition and the problem of bootlegging at the time it is outdated today. There is no more rampant bootlegging there are only individuals and businesses who would like to participate in owning liquor stores/establishments. 

Virginia is 1 of 17 states still fighting today for the right to have privately  owned and operated liquor establishments.

With more and more Virginia ABC employees finding themselves in Virginia Court rooms for leaked state information regarding VABC's Allocated liquor the people of Virginia are fighting back.(See Virginia Mercury article)
