Bay Harbor Yacht Club is trying to purchase a 7 bedroom home at 9020 Upper Bay Shore Rd. in Charlevoix, Hayes Township to convert this home into housing for seasonal employees who come here from out of state and out of country. They want to put AT LEAST 2 people per bedroom (14) and the entire lower level of the home could house even more employees. The home was used prior as an Adult Foster Care Facility. Group Foster Care Facilities and nursing homes are allowed under current zoning. The "Employee Housing" proposed is not a care home or a family.  Per Section 2.02, a family shall not include any society, club, association, lodge or group of individuals, whether related or not, whose association or living arrangement is temporary or resort-seasonal in character or nature.  Therefore, the Special Use Application for employee housing is not in accordance with our Zoning Ordinance and must be denied. 

Furthermore, Hayes Township Planning Commission board members should put our community and township first. Bay Harbor Yacht Club is not located in our township. All of their tax revenue does not benefit our township. Local neighbors are extremely concerned with the amount of people, noise, partying, potential for drug trafficking and worse that this type of housing can be known for.  

We respectfully ask the Hayes Township Planning Commission to put OUR community first and maintain the current zoning in place and deny the special use permit application.
