We the undersigned demand Havering Council raise greater funds from developers when building in the south of the borough to re-invest in public services e.g. doctors, dentists and infrastructure in general, given the increased number of people moving into the area. Say YES to preserving our quality of life.
Developers are obliged to make financial contributions to Council to put right any local issues a specific development creates (known as a Section 106 Agreement) and a Community Infrastructure Levy. The latter is to support infrastructure provision in the borough.
Council figures however indicate that monies raised from CIL and elsewhere are around 60% short of what is required to fund new infrastructure. Frankly, it is not acceptable for developments to go ahead without sufficient funding. Worse still, whilst developers are charged £125 per M2 of additional net additional floorspace in the north of the borough, in Rainham and South Hornchurch they are only charged £55. The needs in the South are just as important and, as a minimum, should be increased in line with the rest of the borough!
