Gidea Park Station, Traffic Warden in Smart Car, fining drivers for dropping off

So I've been dropping of my sister to Gidea Park station in Essex.  Over the past few days and each time I am there I notice a havering smart car with a camera poking out of it. Two wardens are there at peak times for a couple or hours trying to catch people out. Camera is pointed towards station drop off area where there is a drop off bay for 4 cars only. Anyone stopping in the car on the side of the road for 10 seconds to let some one get out will get a ticket. Is this the correct use of taxpayers money? Is this how councils help and support the very people that pay to keep it running?
