RE: Hate Crimes and Hate Speech Against City Councilmember Hakeem Brown 

We, the African-American community of Solano County and allies, strongly condemn this latest incidence of hate speech and white supremacy committed against Vallejo City Councilmember Hakeem Brown. The vitriolic racial slur spray painted on his office wall is just the latest escalation, in the recent history, of racially based attacks against Councilmember Brown, the sole African- American representative on the council. During a pre-Covid City Council meeting, Councimember Brown was called an “Uncle Tom” by a local “civil rights” advocate. Secondly, a member of a city commission called Councilmember Brown an “Uppity Kneegrow” (her spelling). 

As such, we are calling on the Vallejo Police, City Council and Solano County District Attorney to investigate and invite the Department of Justice/FBI to investigate this hate crime as it is an escalation of action against an African-American elected official! For instance, it has come to our attention that Councilmember Brown’s elderly mother was approached in her home by two young men who knocked on her door, asked if he was home, and when they were told no, simply walked away without identifying themselves and answering her inquiries. Just as the family of Emmitt Till experienced the trauma of such a scene in Money, Mississippi in 1955, Ms. Brown was greatly stressed by such an ordeal. We find the tactics of intimidation and verbal assault on a Black elected officials and their families unacceptable, even in the name of Black Lives Matter and police reform! 

We within the African-American Community of Solano County and allies are requesting that any investigation lead to the revocation of professional licenses and termination of employment by anyone propagating hate speech or any other material that denigrates Black people such as the Tic Tok video of Shasheem Browne. In said video, one is confronted by a white woman mocking and belittling Black women in a lace-front wig while making fun of Black naming rituals in a play on the name of the councilmember. We fear that such hateful rhetoric can lead to violence! We believe one cannot advocate for Black lives by denigrating the lives of Black men and women, especially over a difference in policy. There is a stark difference between advocacy, intimidation tactics and outright bullying! 

We, the African-American Community have been victims of domestic terror tactics since 1619. In the wake of the death of John Lewis, we affirm activism that is ethical and condemn assaults on someone based on race, creed or sexuality. Hence, the African-American community and allies are requesting that the Vallejo City Council pass a measure against hate speech and prohibiting anyone demonstrating such behavior from engaging in any business with the City. We believe our communities deserve better. We believe Black Lives are under enough stress without having to endure terror tactics over policy differences. We believe that the ballot and not spray paint represent the democratic tradition at its best!
