This petition hopes to effect change to improve the safety of road conditions on Highland School Road(HSR)/Buffalo Lakes Road (BLR) in Harnett County, North Carolina. We need safe access to our schools.

HSR is currently a two lane road with turn lane and traffic light at a T-intersection with BLR. Highland Middle School (HMS) and Highland Elementary Schools (HES) both have HSR as their ONLY access road, to include county school buses from HES. This causes stand still traffic conditions. Stand still congestion includes, vehicles of HES car riders, vehicles of HMS car riders, county school buses, and private after care buses/vans. This congestion blocks the entrance of HSR. This causes disorder and mayhem, as some parents/guardians choose to disobey lawful rules and regulations. 

This is extremely dangerous and we want this to change BEFORE, not AFTER loss of lives, especially children’s lives. Emergency vehicles are unable to respond to emergency calls the beginning and ending of school days due to the traffic congestion.  

We the people ask for better traffic control at this intersection. 

Recommendations include, but not limited to:

-Widening Highland School Road. 

-A wider separation of school openings and closings. 

-Expansion of HES parking lot to be able to handle the required volume of vehicles. 

-Sheriff Deputy posted at the intersection during school zone speed limit hours 

-Flashing lights on the School Zone signs in both directions.
