So I've been thinking about this lately and can't understand the logic behind it since it appears to undermine the ultimate goal: Why are so many loving potential pet owners being turned away from adopting a rescue dog just because they do not have a fenced in yard? Obviously, a fence would be optimal, but if an owner wants to leash walk a small dog for its exercise, that should be sufficient. Meanwhile, these sweet animals sit and wait for forever homes, often never receiving one while multiple candidates for ownership are successively dismissed. Boggles my mind. And it keeps happening!
