Cancel changes proposed for the scholarship selection criteria for international students.

HBKU’s Scholarship Office recently announced an overhaul of the HBKU Merit Based Scholarship’s selection criteria. The new criteria gives substantial favor to international students who were born in and/or lived in Qatar throughout their lives. The favor given is so drastic that international students coming from abroad will be systematically eliminated from any realistic chance at receiving the scholarship.

As detailed, the G.P.A. will earn students a percentage of 50 points, while being born in Qatar earns 5 points and having grown up in Qatar earns 5-15 additional points. This means that an international student born and raised in Doha inherently has a 20-point advantage over an international student from abroad. Because the minimum G.P.A. is 3.6 to qualify, an international student from abroad can only ever attain a 5-point advantage over his domestic counterpart, if all other things are equal. This 5 points will be overtaken by the points given to the domestic international student for his or her residency status. Given the competitive nature of G.P.A.s in Education City, it is highly unlikely that a student coming from abroad would ever be awarded the scholarship.

This is unfair to the class of 2017 freshmen international students from abroad, who were told up until the point of enrollment that they would be able to compete for the scholarship on equal footing with their peers with residence in Qatar. Many families have sent sons and daughters here from abroad with the hope, and in some cases the necessity, of them obtaining the scholarship through their academic performances. Now that this option is no longer available to them, many may have to withdraw next year and transfer to another university.

This is also a blow to the legitimacy and prestige of Hamad Bin Khalifa University, as international students from abroad make up an integral part of the Qatar Foundation community. The HBKU Merit Scholarship is most often cited as the primary reason students choose to come to EC from abroad. With that option no longer available to them, universities in EC will no longer be able to attract the caliber of international students it has been able to in the past.
