Many federal employees, including rural carriers, start their careers as temporary employees. I myself started my postal career in 1985 and was a temporary employee for 13 years and 11 months. When I became regular in 1999, I was able to buy back 4 years of my temp time from 1985 to 1989. After 1989 we are no longer able to buy back temporary work time even tho we worked basically full time during our time. If we can get Congress to pass HR 4268 which is a bipartisan bill , Federal employees can receive credit for their years working as a temporary employee. We need to end this now.
