Petition of the European Union through the European Parliament for British citizens’ recognition post Brexit

We, the undersigned British Europeans call upon the European Union to do everything within its power to preserve the interests of those who wish to retain EU citizenship.

We have no confidence that our national government will act in our interests, either now or in the future. We expect that we will, in future, constitute an unrepresented European minority, whose rights as European Citizens were removed against its will.

We are therefore appealing directly to the European Union to safeguard our interests as a large population of former EU citizens. We propose that, as far as possible, the rights of EU citizenship should continue to extend to such residents of the United Kingdom as choose to pursue them, as and when they are present within EU27 member-states’ jurisdiction. We propose that these rights should also strongly inform the status of Britons living in EU27 countries (and their opposite numbers in the UK).

We call upon the European Union in the event of Brexit to act (unilaterally if necessary), within the bounds of its own territories, to:

  • Formally recognise the unique and unprecedented situation in which pro-EU UK citizens find themselves, which requires a unique solution.
  • Create a formal identity of “associate EU citizen” or similar, for which UK residents may register.
  • Create a mechanism whereby registered ‘associate citizens’ may make representations directly to the EU on matters concerning their relationship with it, post-Brexit.
  • Instigate a mechanism whereby ‘associated citizens’ may move freely within the EU as they did before Brexit.
  • Confirm that ‘associated citizens’ will remain exempt from any visa charges and restrictions introduced for third party countries in future.
  • Preserve the benefits of the EHIC health insurance scheme for ‘associate citizens’.
  • Implement a ‘favoured applicant’ status for registered Britons who wish in future to apply for residence or employment (and associated benefits) within the EU27.
  • Enshrine associate citizens’ rights within all existing EU legislation, with particular note to Human Rights, insofar as they apply to individuals during their time within EU member-state territories.
  • Ensure that fees required to register for this status are means tested so as not to disadvantage those on low incomes.
  • Commit to investigating other outreach measures to preserve and enhance the status of pro-EU Britons for as long as the UK remains outside the EU.
  • Press the UK government at every opportunity to legislate to recognise ‘associate citizen’ status within domestic UK Law post-Brexit.
  • Remain mindful that supporting this group can only prove to be a positive force for the UK eventually re-joining the EU.

We submit that demonstrating, over time, the enhancements that such recognition would bring will only further erode the democratic-deficit criticisms of the EU, that are regularly expressed in the U.K.
