Rescue an Iowa Dog from Neglect. Force Authorities and a Humane Society to Do Their Job!

A dog named Buddy by his Rescuers lived 24-7 out in a filthy pen. After a heavy rain his kennel became flooded and he was up to his waist in filthy water crying for help for more then a day. Owner was nowhere around. 
The Grundy County Sheriff was called and a deputy allowed a citizen to remove the dog and take it with them as he set in his car on the road not wanting to get dirty.
They dog chipped back to a Shelter (Cedar Bend Humane Society) who told the couple they could keep the dog. This Shelters policy is supposed to be no dogs adopted are to live outdoors and have an agreement with adopters to such.
The Rescuers bathed, vetted, and cared for this dog for 9 days, even walking around the town of 60-70 houses (220+ people) where the dog had lived in filth.
They had been trying to get the dog a good indoor home.
Another deputy shows up 9 days later  when the "owner" decides he wants his dog and demands they return the dog to the neglectful "owner".
The people with possession of the dog they now call Buddy resisted, to no avail and the dog went back to filth and neglect. The deputy walked the dog back as to not get hair in the County taxpayer funded vehicle.

The Sheriff's office and the Cedar Bend Humane Society in Waterloo, IA were doing nothing until social media got a hold of the story on a page called Angels For Iowa on Facebook.
The post has over 60,000 visits to date and over 500 shares.
People are demanding the Shelter honor their own contract and retrieve the dog or get an attorney if the adopter does not release the dog and either return it to the original Rescuers or rehome the dog in an appropriate home this time.

The dog appears to have disappeared for the moment, this should not stop the Shelter and the Sheriff from holding the owner accountable.
