Use $10 Billion Rainy Day Fund to rebuild Texas schools!

The Texas Rainy Day Fund has over $10,000,000,000--that's 10 BILLION dollars in it. Some of this money needs to be used to rebuild schools damaged and ruined by Harvey. Aransas County ISD has closed its schools indefinitely. Dozens of Houston ISD schools have major to extensive damage, with some expected not to reopen. Many other districts are facing the same issues.
People in all of these regions, who are trying to rebuild their homes and lives, should not be asked to pay to rebuild the schools when there is ample money available in this emergency account. This is an emergency. Texas children's lives and futures are at stake, and therefore so is the future of Texas.
Governor Abbot must call a special session and the Texas Senate and House must approve (by 2/3 each) to immediately release funds to rebuild these schools. No delays. No excuses. Let's get it done!
