Fracking causes environmental, health, and economic harms to the citizens in the cities where it occurs. Denton, TX is targeted for fracking activities because underneath the area is the Barnett Shale, the largest reserve of natural gas in the United States. This is a case of environmental injustice because the city democratically voted to ban fracking, but then the state government stepped in and overturned the ban thus negating the local community wishes. House Bill 40 prohibiting cities from banning any action concerning oil and gas is a case of environmental injustice and procedural injustice because it lacks a fairness and transparency of processes by which decisions are made. When there is no fairness regarding outcome, the resulting process inhibits progress and discourages future participation of citizens. With fracking allowed in city limits, local populace are afraid of their water and soil being contaminated.
