Grant Residents and Traders Access to Portobello Road During Closed Hours

The Issue

We, the undersigned, call on the Royal Borough of Kensington and Chelsea to urgently revise the current Anti-Terrorism Traffic Regulation Order (ATTRO) that restricts access to Portobello Road and surrounding mews.

While we recognise the importance of public safety, the present measures unfairly trap residents in their own homes and block traders from reaching their premises during closed hours. This causes unnecessary hardship to the local community without delivering proportionate safety benefits.

We therefore demand that:

  • Residents with addresses inside the restricted zone be granted vehicle access and egress at all times.
  • Licensed traders be allowed access for deliveries and operations outside market trading hours.
  • A practical access system (e.g. retractable bollards, permits, or resident passes) be implemented without delay.
     

This solution balances safety and security with the basic rights of residents and traders to move freely in and out of their homes and businesses.
