Revert the maximum cadet age in the AAFC

The AAFC age of "retirement" has been moved down to 18 from 21. There has been strong opposition to this decision as many believe there has been no problem with 21 year old cadets.
This change will greatly affect the AAFC in a rather negative way in that the organisation will lose many of its higher ranked cadets and the wealth of knowledge that these 18+ cadets have and can provide to the organisation.
This change will also lower the ability and quality of NCO's both senior and junior as cadets will be less experienced before moving into these roles as the time between ranks is shortened to allow cadets to progress through the ranks.
Aside from a very small minority 18+ cadets have only had a positive impact on the organisation and it is the belief of myself and countless others that this will continue to be the case for many years to come.
