(English) Our native Kapampángan language is currently marginalized and facing endangerment because of the national government's unjust language policies that only favors, through education and the media, the Tagalog language which has been elevated into the status of a national language now called Filipino. The Kapampángan is in a sorry state because after decades of suppression in school, more and more Kapampángan now prefer to speak Tagalog a.k.a. Filipino to their fellow Kapampángans within the Kapampángan Region. Sadder still are the increasing number of Kapampángan parents who are no longer passing down their native Kapampángan language to their children, rather they are raising them to speak only the now dominant language, Tagalog, a.k.a. Filipino. Worse is that our province does not even allocate funds nor legislate laws to protect, preserve, promote and develop Kapampángan language and culture.

Taking advantage of our province lack of policy to protect Kapampángan language and culture, the Komisyon sa Wikang Filipino (KWF), has then entered the fray by soliciting our local governments to support the building of a token monument to the Kapampangan language. The monument is an industrial tube, inscribed on which are Tagalog words in the Tagalog script, Baybayin.

This is an affront to our culture. We have an existing Kapampangan language and indigenous scrip, Kulitan, that culture bearers and advocates have been trying so hard to revive. It is our inalienable right to commemorate our own Kapampángan Language in our own Kapampángan Language and indigenous script, Kulitan. We also have the right to speak up against the use of Kapampangan taxpayers' money for a token monument, while no funding from the same tax purse is allotted for Kapampangan-language schools and research. In the same manner that our Kapampángan Language has been marginalized within our own Kapampángan homeland, our indigenous Kapampángan script, Kulitan, will now also be placed under threat by KWF's token monument.

Please join us in presenting this protest to the Provincial Governments of Pampanga and Tarlac: the Governor, Vice-Governor, the Sangguniang Panlalawigan and the heads of our various Kapampángan municipalities. Let it be made known to them, especially to the Honorable Governors Dennis "Delta" Pineda and Susan Yap-Sulit, that we should offer strong resistance to the construction of KWF's useless and insulting monument. Please share this petition with our various municipal councils and push for resolutions from them to oppose this insult by the KWF! Thank you very much!
