വിഷയം :വന്യമൃഗങ്ങൾ വരുത്തുന്ന കൃഷി നാശം - പ്രതിവിധി - നഷ്ടപരിഹാരം - സംബന്ധിച്ച് .

കേരളത്തിലെ കൃഷിയിടങ്ങളിൽ വന്യമൃഗങ്ങൾ വ്യാപകമായി കടന്നു കയറി വൻതോതിൽ കൃഷിനാശം വരുത്തുന്നു. നൂറുകണക്കിന് സങ്കട വാർത്തകളാണ് വനാതിർത്തിയോട് ചേർന്നുള്ള ജില്ലകളിൽ നിന്നും ഓരോ ദിവസവും വരുന്നതു്. കാട്ടുപന്നി, കുരങ്ങ്, ആന, മയിൽ തുടങ്ങിയവ ഉണ്ടാക്കുന്ന കൃഷി നാശം വിവരണാതീതമായി തുടരുമ്പോഴും സർക്കാരും വനം വകുപ്പും കാഴ്ചക്കാരായി നില്ക്കുന്നതിൽ ദേശീയ കർഷക ഫെഡറേഷൻ ( DKF ) ശക്തമായി പ്രതിഷേധിക്കുന്നു.

അങ്ങേയറ്റം ആശങ്കാകുലമായ ഈ സാഹചര്യത്തിൽ താഴെപ്പറയുന്ന അടിയന്തിര നടപടികൾ ദേശീയ കർഷക ഫെഡറേഷൻ (DKF) കേരള സർക്കാരിനോടും വനം വകുപ്പിനോടും ആവശ്യപ്പെടുന്നു.

1. വനാതിർത്തിയിൽ ഉടനീളം ശക്തമായ വേലി - ഫെൻസിങ് - സ്ഥാപിക്കണം.
2. മൃഗങ്ങളെ പിന്തിരിപ്പിക്കുന്നതിനായി പ്രസ്തുത വേലിയിലൂടെ വൈദ്യുതി / സൗരോർജ്ജം പ്രവഹിപ്പിക്കണം.
3. വനാതിർത്തിക്കകത്ത് കിടങ്ങുകൾ കുഴിക്കണം.
4.വനാതിർത്തിക്കുള്ളിൽ വ്യാപകമായി ഫലവൃക്ഷങ്ങളും വന്യമൃഗങ്ങൾക്ക് പ്രിയപ്പെട്ട സസ്യങ്ങളും വച്ചു പിടിപ്പിക്കണം.
5. വന്യമൃഗങ്ങൾ വരുത്തുന്ന കൃഷി നാശത്തിന് ഓരോ വിളയുടെയും കൃഷി ച്ചെലവും ആദായവും അടിസ്ഥാനമാക്കി പൂർണമായ നഷ്ടപരിഹാരം സർക്കാർ / വനം വകുപ്പ് 15 ദിവസങ്ങൾക്കകം നൽകണം.
6. കൃഷി നാശം തിട്ടപ്പെടുത്തുന്നതിനും കർഷകരെ സഹായിക്കുന്നതിനും കൃഷിവകുപ്പിന്റെ സേവനം തേടണം.
7. കൃഷി നാശത്തിന്റെ പൂർണ ഉത്തരവാദിത്തം വനം വകുപ്പിലും ഉദ്യോഗസ്ഥരിലും ചുമത്തണം.

ഇപ്രകാരം കേരള സർക്കാരിനോടും വനം വകുപ്പിനോടും ആവശ്യപ്പെടുന്ന പ്രമേയം 2021 ഒക്ടോബർ 24 - ന് ഓൺലൈനിൽ ചേർന്ന സമ്മേളനം അംഗീകരിച്ചു.

Regarding damage to crops faced by farmers of kerala - remedy - compensation - caused by wildlife.

Wild animals have invaded farms in Kerala and are causing massive damage to crops. Hundreds of sad news are coming every day from the districts bordering the forest.
DKF has strongly objected to the government and the forest department's spectators as the destruction of crops caused by wild boar, monkeys, elephants and peacocks continues unabated.

The DKF requests the Government of Kerala and the Forest Department to take the following urgent action in this extremely worrying situation

1. Strong fencing - fencing - should be installed across the forest boundary.
2. Electricity / solar energy should be transmitted through the fence to repel the animals.
3. Trenches should be dug within the forest boundary.
4. Fruit trees and wildlife favorite plants should be widely planted within the forest boundaries.
5. The Government / Forest Department should pay full compensation within 15 days on the basis of crop cost and income of each crop for damage caused by wildlife.
6. The services of the Department of Agriculture should be sought to assess the damage to agriculture and to assist farmers.
7. Full responsibility for damage to agriculture should be placed on the Forest Department and officials.

The resolution, which calls on the Government of Kerala and the Forest Department, was approved by an online conference on October 24, 2021.
