Governor Wolf, 

On Friday, May 22, 2020, you announced that Philadelphia County will move from red to yellow on June 5 at 12:01 a.m. We understand that you have been working tirelessly to keep our communities as safe as possible. Your plan allows for many service-based businesses to reopen in a limited fashion during phase two. Gyms are not allowed to reopen and while in many cases we do agree with this decision, we believe that the fitness space MUST be reexamined. 

Governor Wolf, we propose that you make a separate classification for small, locally-owned gyms that operate primarily as one-on-one and small group training studios. Our small group training businesses are a completely different model than the mainstream "large box" gyms that many are accustomed to. 

Small training studios have the advantage of being able to adjust their day to day operations for the safety of our community, staff. and the communities around us by: 

*Controlling the number of people in our facilities (most have an average of no more than 10 people per hour in the facility at one time. We can adjust those numbers dramatically.

*We can adjust the layout and equipment selection to maintain strict social distancing and maintain an extremely clean environment. 

*We can more quickly and frequently deep clean and sanitize our facilities to maintain a very clean environment.

*We can operate with a smaller staff to reduce the risk of spreading COVID-19. 

*We operate with smaller gym space (most are 2,500 square feet and under) allowing for better quality cleaning and sanitizing. 

*We provide a service without physically touching our members (beauty salons, nail salons, and barbershops all MUST touch their clients to perform their service).

Our personal and small group training studios have built thriving micro-communities that our members and clients rely on for physical, emotional, and mental health and fitness. Many of our members would tell you that our businesses are essential to their daily routines as we help improve their health and fitness while also helping to relieve stress and anxiety.

We understand that if we are to open in phase two that we must do so in a limited capacity with strict guidelines to keep our members, clients and staff safe. We propose the following:

*Make a separate classification for small locally owned personal training studios to be distinguished from large corporate big box gyms.

*Session sizes be limited to 10 people or less.

*All staff must wear face masks and gloves.

*Equipment must not be shared during sessions and cleaned and sterilized after each use.

*In cases that equipment must be shared it will be wiped down and sterilized between members.

*Facilities clearly mark off workout areas so proper social distancing standards may be observed.

*Members, clients, and staff are denied entry and sent home when showing signs of illness.

As business owners and members of local communities, we take the health and safety of our members, clients and staff very seriously. We are confident that we will be able to operate our businesses in a safe and responsible way that will meet the standards that you have laid out to a fully reopened economy. We are also willing to meet any additional standards you feel will help us keep our communities safe if we are allowed to open in phase two of your plan.

Now, more than ever, people need a healthy outlet to relieve their stress and anxiety. Please allow us to do our part by serving our communities and allowing us to open in the second phase of your plan.
