Dear Governor Tom Wolf,

My name is Tiffany Bowie and I am the sister of inmate William Bowie (KA5641) who is currently serving his sentence at SCI Rockview facility. I am writing you this letter with the plead that you will consider my brother for early release or review by the Parole Board due to Covid-19. Mr. Bowie who is a chronic asthmatic, a disease that affects the airways in the lungs is at great risk as we understand, Covid-19 as been shown to reduce or completely attack the lungs blocking the airways of a person and in worst cases leading to death of those who suffer from a underlying condition such as asthma. Mr. Bowie met his minimal sentence in which he has served 10 years to date and is scheduled to meet with the Parole Board within the next 18 months. Please take into consideration, Mr. Bowie has not had any misconducts within the last 20 months and has completed all programs assigned to him. He is not a threat to society. Mr. Bowie is a father of two children, one being a special needs child who is wheelchair bound. My brother would be a great asset to his family with emphasis on his children (son, age 10 and daughter age 11), friends, and his community as he can be a voice and positive example of someone who has taken his sentence and time away to focus on his education and self progress. Our worry for him is the strong possibility he would become infected with the Coronavirus and possibly lose his life due to airway complications. I hope that these reasons are enough to warrant you to consider my brother for early release. Thank you for your time and remain safe.
