Allow Dock and Boat Lift Installers to Provide Services During MN's Stay at Home Order

On April 8, 2020, Minnesota Governor Tim Walz issued Executive Order 20-33, extending Minnesota's Stay at Home Order until May 3, 2020, and expanding the list of workers considered critical. Although the Critical Sector Worker list was expanded to include workers employed by florists, lawncare and golf course maintenance providers, and garden centers, it did not include dock and lift service providers who install dock systems and boat lifts in lakes and rivers. The intent of this petition is to demonstrate to Governor Walz, the strong desire of Minnesotans to have Dock and Lift Service Providers added to E.O. 20-33 for the following reasons:
Safety: Many owners of lake and river front properties are elderly and/or are otherwise not able to safely install heavy dock systems and boat lift equipment. Even so, without the services provided by dock and lift installers being available, some homeowners will undoubtedly risk physical harm to themselves by attempting to self-install docks and lifts. Dock installers are able to safely install these systems while maintaining at least six feet of distance between themselves. Crew sizes are typically limited to 2-4 workers per installation.
Emotional and Psychological Well Being: Many Minnesotans are anxious and stressed after now having been confined to their homes for weeks on end. With warming temperatures and ice rapidly receding from lakes, there are few better options for relaxation and de-stressing than sitting on the end of a dock or fishing in solitude.
Economic Well Being: Dock and lift service providers already have a difficult time economically surviving Minnesota's long winters, with virtually all of their revenue generated in the spring and fall seasons of each year. If docks and lifts are not installed this spring, homeowners may elect to not have them installed at all this year. Should this happen, there would be few docks and lifts to remove in the fall. As such, if dock service companies are not allowed to perform spring installations, they stand the very real risk of losing virtually all 2020 revenue.
