THE ASK

The residents and visitors of Pentagon City and Crystal City demand Clark Construction and Amazon cease all and any construction until recission of Governor Northam's Stay-At-Home Executive Order No. 53, effective March 23, 2020.

WHY:

Under ordinary times, the work by Clark Construction in Arlington County to build Amazon HQ2 can be considered excessive, unreasonable and unsafe.

These are not ordinary times - we are all grappling with the severe shock to our daily lives due to the COVID-19 pandemic, especially as many are working from home, and many are with children juggling with competing demands. 

There are a few good reasons to delay construction until the stay-at-home order is lifted.

  • In addition to the noise issues, there is neither oversight nor accountability in ensuring that Amazon and Clark Construction are maintaining public safety during the COVID-19 pandemic.
  • For instance, are Amazon and Clark Construction required to inform the public of any COVID-19 exposure? 
  • And if so, what are their ongoing reporting obligations?

Many of us pay taxes, live and work here.  We raise our families - we expect accountability and safety.

Arlington County, State of Virginia and applicable Federal agencies (i.e., U.S. Department of Labor - Occupational Safety and Health Administration) should augment existing federal, state and local oversight of practices by Amazon and Clark Construction to ensure the public safety of the construction workers as well as the residents and visitors to Crystal City and Pentagon City - for which there are many especially given the proximity of Costco and Whole Foods in the neighborhood.

Many of us are working from home in order to comply with Governor Northam's stay-at-home order, but also practicing social distancing and other hygienic practices to minimize exposure to the coronavirus. It is unsafe and potentially dangerous for Clark Construction to operate without effective oversight of their practices to ensure Arlington County Board and the residents and visitors of Crystal City and Pentagon City are effectively practicing social distancing, ensuring the ongoing safety and health of its workers and contractors and minimizing noise from the construction.

Support this petition - ask your local, state and federal representatives along with applicable local, state and federal agencies to review this matter and take action.

We do not need to wait for the COVID-19 pandemic to arrive in Crystal City and Pentagon City to take control - we have publicly elected officials who are responsible to us and should listen to us, their constituents.

As of April 21, 2020, according to Johns Hopkins University:

  • Virginia has 8,990 confirmed cases (22 deaths in Arlington)
  • Maryland has 13,684 confirmed cases (112 deaths in PG County, 106 deaths in Montgomery County)
  • Washington DC has 2,927 confirmed cases (105 deaths in DC)
