In a landmark move to bring all State Universities under One Act, the Odisha Cabinet approved a proposal of the Higher Education Department for promulgation of ‘Odisha Universities (Amendment) Ordinance 2020’. This will amend the existing ‘Odisha Universities Act 1989’. The move will bring about some much-needed changes that have been enlisted below.

·         Various Universities in Odisha like Ravenshaw University, Gangadhar Meher University and Khalikote University have been established as unitary universities under the Ravenshaw University Act, 2005 and the Odisha University Act, 1989 respectively. The promulgation of the latest ordinance will help quell any disharmony that exists between the identical provisions of these acts, by bringing them under the same umbrella.

·         Under the Provisions of this Amendment, the Syndicate will replace the Senate as the highest authority in Universities. This has been decided in light of the increasing dysfunctionality of the Senate over the years.

·         The Constitution of the Syndicate will also get restructured to increased functionality and professionalism, by ensuring adequate representation of the Chancellor as well as the State Government.

·         Under the new Amendment, the tenure of Vice Chancellor will be enhanced from three years to four years, with the upper age limit of 67 years from 65 years and no provision of re-appointment as the Vice Chancellor of the same university, the second time. This will ensure long-term contribution from the Vice Chancellor’s end.

·         Currently, the State Government does not have a say in the 3- member search Committee, constituted by the Hon’ble Chancellor, for selection of Vice Chancellors. Therefore, an eminent academician, nominated by the State Government shall be made a member of the search committee in place of the nominee of the Syndicate of the University concerned. 

·         The recruitment of the teachers in Universities will be done by the Odisha Public Service Commission and non-teaching staff will be recruited through the State Selection Board.

·         The extremely difficult provision of laying voluminous audit reports of all Universities in the Odisha Legislative Assembly shall be done away with. Instead, the annual audit reports shall be made available in the University Website for at least the past 3 years.
