End the intermittent Internet Ban in parts of Kashmir

Intermittent Internet Ban in parts of Jammu and Kashmir has jeopardised the educational condition in the Valley. With every ensuing encounter between the army and the rebels, Internet services are banned and the students face the worst of brunt.
It's a fact, nowadays, the preparation for any competition requires the regular service of Internet. Students can't keep eye on the current affairs, general knowledge tidbits and face difficulties in applying for jobs, downloading their admit cards or report cards.
The Internet shutdown in only some parts of the Valley is an insult to the digital inclusiveness promised by the government. It is like discriminating between the regions giving one area access to fair competition and sabotaging the competence of other. It also, in some way, goes against the spirit of fundamental rights and freedom.
The Government should consider blocking social networking sites only instead of blanket ban on whole Internet services. Else the public will someday rebel against the discrimination.
