A Call for WV Health Insurance Changes

In West Virginia we have one (1) insurance company to buy health insurance through. Highmark Blue Cross Blue Shield. That's it. They have a monopoly on the insurance market.
I don't have the option of getting health insurance at work. I make just over the threshold for being able to use the "Market Place" for any tax breaks. So, I'm on my own. The ONLY company I can buy insurance through is Highmark. The quote I got from them for a Bronze policy is $702 a month. That policy has a $6500 or more deductible. Even IF I could afford to scrape by paying the monthly rate, I would never be able to go to the doctor because until I pay $6500 out of pocket the insurance doesn't pay anything.
Now, because that is the "cheapest" policy offered to me and it is more than 8% of my income, I cannot be penalized for not having the insurance. Good right? Wrong, I still have no insurance. I had a heart attack at 36 years old. I am now 52 and have had no other issues but will be on preventative care medication for the rest of my life.
I cannot be the only one affected by the "Affordable" health care dilema. It's time for someone to make a change. It's time all of our voices are heard. We need a change to our health care program. At the very least, there needs to be competative rates offered in the state of West Virginia so that Highmark can no longer charge these rediculous rates.
I went through and got a quote as though I was a Maryland resident and the rate was almost $200 cheaper per month. I work in Maryland and all my doctors are in Maryland but because I live in West Virinia, I cannot go through Maryland. How can they offer the same coverage through the same insurance company for that much cheaper based on where you live?
