This is a Health Care crisis that impacts schools and leadership is needed for a credentialed school nurse at the state level.  We are asking that CDE quickly establish the position of state credentialed school health consultant. CDE has a responsibility for providing health care policy and procedural guidance for LEAs, similar to the expertise they provide on various other issues (such as special education, data assessment, curriculum etc.). The Department’s current School Health Office focuses on nutrition, physical education and mental health. We need staff that understands the intricacies of schools and can cogently focus on children’s health care needs in the educational setting to formulate policy and procedures for guidance including but not limited to:

  • Creating school-based infection control prevention processes and crafting frontline assessment protocols now and in the event of a second wave of COVID-19;
  • Identifying unmet health needs of students and employing targeted case management services to link at-promise students and foster youth to health care;
  • Aligning schools with local immunization efforts, both for a potential COVID-19 vaccine and ensuring students are still receiving their preventive immunizations required for school enrollment;
    Orchestrating the implementation of the new State Plan Amendment (SPA 15-021) that fosters Federal reimbursement of school-based health services for all Medi-Cal eligible students not just special education students; and
  • Leveraging existing federal Medicaid funding to support CDE’s staffing infrastructure (i.e. through the LEA Billing & SMAA programs).
