On Thursday April 23, 2020, The Governor’s Office of the State of Hawaii granted an exemption for Florists to conduct NO CONTACT deliveries if they followed the outlined guidelines. Florists in the State began taking pre-paid orders and placed their pre-paid flower orders with flower farms.  However, late Friday April 24, this exemption was rescinded leaving local flower shop owners unable to cancel flowers they ordered from their suppliers around the world. They will lose all their invested money in addition to having to return money to their paying clients.  In short, if this ruling stands, many flower shops would be required to take a financial loss that would result in the permanent closure of their businesses.

 

The flower shops are now asking the Office of the Governor of Hawaii to allow them to deliver flowers based on the original exemptions outlined by the Office of the Governor of Hawaii stated below:

 

The original exemption was as follows:

 

All florist shops, which are non-essential businesses, have a limited exemption to prepare and make deliveries of flowers between May 3 to May 13 under the following guidelines:

1.     All orders must be made and paid for remotely (by mail, telephone or over the internet).  

2.     Walk-in customers are not allowed.

3.     Employees preparing deliveries and delivering flowers must wear face masks and follow social distancing guidelines while working and making deliveries.

Even if florist shops are non-essential, employees may still travel to engage in minimum basic operations outside of the May 3-13 window.  This includes activities to maintain the value of the businesses' inventory and to ensure security should the receipt of flowers from wholesalers be made prior to May 3.  However, preparation and delivery of arrangements shall be limited to the May 3-13 timeframe.

 

Flower shops have agreed to be compliant to these rules and do everything to ensure the safety and health of their employees and the community.

We, the undersigned, are concerned citizens who urge our leaders to act now to allow flower shops to conduct no contact deliveries following the guidelines laid set forth by the Office of the Governor of Hawaii.
