Put a light cap in place to reduce light pollution

Light pollution is a big problem in urban areas. It affects ecosystems, wastes energy, disrupts human sleep patterns, affects astronomers research, confuses migrating animals following the light, and increases air pollution by destroying particles that generate to cleanse the air.
This can be easily solved by putting in place a law which restricts urban light to a specific level for a specific time period during the night.
There are three main types of light, one of which I think should be hit hard with this proposed law. That type is called glare. It stems from unshielded light, and it a public health hazard. Glare can temporarily bind people, creating unsafe conditions. This is particularly observable on the road with regards to vehicle headlights.
