To force ALL UK companies to recycle plastics

Regulations were passed by the Scottish Parliament on 9 May 2012 and make the following provisions:
"All businesses, public sector and not-for-profit organisations are required to present metal, plastic, glass, paper and card (including cardboard) for separate collection from 1 January 2014".
My aim is to force Westminster to impose the same law on English and Welsh businesses to recycle.
At present there are NO requirements or provisions for businesses or organisations to recycle plastics or metal. At my place of work a horrifying amount of plastic is thrown into landfill; huge dishwasher detergent containers, plastic food tubs, bottles and cleaning agent containers.Households are required to recycle their plastics, so why not businesses who create far more waste?
It is estimated that by the year 2050 there will be more plastic in the ocean than fish and businesses are taking absolutely no responsibility for contributing to this environmental disaster.
It is criminal that the Government and councils do not require businesses to manage their own waste or that there is a shortage of recycling facilities.
