The International Human Rights Council-HK (IHRC-HK) has received information on the enforced Disappearance of Darya Khan-a former student leader of Sindh University, Jamshoro, Sindh. He was picked up while he was on his way to work on 21st March 2018 and remains missing to this day.

Case Details

According to the details received by the IHRC-HK, Darya Khan Dhakan (27) son of Muhammad Mithal Dhakan was an ex student leader of Jeay Sindh Muttehda Mahaz (JSMM). After completing his education at Sindh University Jamshoro, Sindh province-he had distanced himself from the activities of JSMM and was working as a junior clerk at Zulfiqar Ali Bhutto (ZAB) agriculture college, administrative region Dokri at Mehrab pur District Larkana, Sindh province.

Darya Khan was a prominent student leader and activist during his university life and had been actively involved in student politics for which he was arrested twice by the law enforcement agencies stationed inside the university.

On March 21 at 8 a.m. while he was going to his work place he was picked by plain-clothed persons, supposedly from an intelligence agency and since then his whereabouts are unknown.

The family of Darya alleges that the ISI is behind the enforced disappearance and demand that their son be immediately returned home safely. The family members say that they have visited the Dokri police station many times where police officials tell them he is not being held. They suggested that he may have been arrested by the intelligence agencies regarding his political activities.

Though Darya has distanced himself from the JSMM he had been a staunch proponent of Sindhu Desh and shared his opinion on social media. After the promulgation of the draconian Protection Against Cyber Crime Act (PECA) the cyber wings of the intelligence agencies have been working around the clock to curb any dissenting opinion and come down hard on any political dissent while ignoring hate speech that largely goes unnoticed by the “cyber hawks”.

Due to the general air of fear and apprehension for life and liberty, the witness of disappearances often remain silent against the injustice in case it should befall them as well. This case is no exception. The eye witnesses to Darya’s disappearance, fearing dire consequences, are scared to testify to the incident despite even knowing the names of the kidnappers. They are scared to identify them to the police.
As is generally the case, the police refused to file the FIR of the case when Darya Khan’s family went to report the incident.

Required Action

Please write the letters to the following authorities through sending emails by clicking blue button or fax it. Please urge them to immediately safely recover Darya Khan who is the employee of ZAB agriculture university, Jamshoro, and whose sin is that he was in student life was affiliated the student wing of JSMM. The government must bring the abductors before the court and prosecute them on the crime of disappearing the citizen of Pakistan. If Darya Khan is involved in any crime he should be tried in the court. Please also urge the government to stop the enforced disappearance which has resulted in disappearance of more than 16000 persons in Pakistan.

The IHRC-HK shall write a separate letter to WGEID over the matter.
