We demand the immediate resignation of the Minister and Deputy Minister of the Malaysian Ministry of Women, Family and Community Development (MWFCD). 

Kami menuntut peletakan jawatan segera Menteri dan Timbalan Menteri Kementerian Pembangunan Wanita, Keluarga dan Masyarakat Malaysia (KPWKM).

The Ministry’s website states its vision to be: “Forefront to achieve gender equality, family and community development as a caring and prosperous basis of a fairly developed country” with the objectives: “preserving [sic] the rights of women” and “extending equal opportunities to women”. 

Laman web Kementerian menyatakan visinya sebagai: "Menjadi peneraju utama untuk mencapai kesaksamaan gender, pembangunan keluarga dan masyarakat penyayang dan sejahtera sebagai asas pembentukan sebuah negara maju yang terbilang" dengan antara objektifnya: "memelihara hak-hak kepentingan wanita" dan "memperluas kan peluang yang saksama kepada wanita".

At this pivotal moment when Malaysia and the rest of the world are experiencing the COVID-19 pandemic, the MWFCD has unfortunately resorted to a misogynistic and infantile approach in implementing its mandate. 

Pada saat genting ketika Malaysia dan seluruh dunia mengalami pandemik COVID-19, KPWKM malangnya menggunakan pendekatan misogynistik dan berunsur kanak-kanakan dalam melaksanakan mandatnya.

On the eve of the extended Movement Control Order (MCO), the Ministry uploaded posters on its social media platforms, advising women while working from home – among others – to wear make-up and dress up at home, to not nag, to speak in a cartoon character’s (Doraemon) voice followed by coy giggling, all in the name of cajoling the husband to help with household chores and preserving family harmony.

Sejurus sebelum Perintah Kawalan Pergerakan (PKP) dipanjangkan, Kementerian memuat naik poster di platform media sosialnya, memberi nasihat kepada wanita semasa bekerja dari rumah - antara lain – agar bersolek dan berpakaian kemas, elakkan dari berleter, bercakap dengan tiru nada Doraemon dan diikuti dengan gelak manja, semuanya untuk memujuk suami-suami untuk membantu dengan kerja rumahtangga dan memelihara keharmonian keluarga.

This ‘Doraemon’ advice is embarrassing and offensive to both the women and men of Malaysia, as well as further perpetuates and reinforces negative gender stereotyping. It explicitly puts the responsibility of keeping the peace at home squarely on the women’s shoulders. And implicitly suggests that should there be abuse or violence in the home, the blame is on the women alone.

Nasihat 'Doraemon' ini memalukan dan menghinakan terhadap kedua-dua wanita dan lelaki Malaysia, serta memelihara dan memperkuat stereotaip gender yang negatif. Ia secara jelas meletakkan tanggungjawab menjaga keamanan di rumah tepat di bahu wanita. Dan secara tersirat menunjukkan bahawa sekiranya terdapat pertelingkahan atau keganasan rumahtangga, itu semata-matanya kesalahan wanita. 

This is the same Ministry which took to suspending the “Talian Kasih” helpline, meant to provide assistance to women at risk and facing gender-based violence, as its immediate response following the announcement of the initial MCO. Only following severe criticisms from women human rights’ NGOs was the hotline reinstated. It has since seen a 57% increase in calls from women needing assistance, including for counselling, and on welfare matters and Covid-19 related issues, amongst others.

Kementerian Wanita inilah juga yang telah menggantung sementara "Talian Kasih", yang bertujuan memberikan bantuan kepada wanita yang berisiko dan menghadapi keganasan berasaskan jantina, sebagai tindak balas segera berikutan pengumuman PKP pada awalnya. Hanya mengikuti bantahan keras daripada NGO hak asasi wanita adalah hotline ini diteruskan semula. Sejak itu, terdapat kenaikan 57% panggilan daripada wanita yang memerlukan bantuan, termasuk kes kaunseling, kes bantuan kebajikan dan berhubung wabak Covid-19, antara lain. 

The MWFCD’s subsequent condescending apology following the Doraemon advice shows that they have not come close to understanding the reasons behind the outpour of outrage from among the ordinary people – mostly apolitical. Merely apologising for its “inappropriate” action “touching the sensitivity of certain groups” does not address the explicit sexism and calls into question the credibility of this Ministry.

Ucapan minta maaf dari KPWKM selepas pemberian nasihat Doraemon ini jelas menunjukkan bahawa mereka tidak memahami langsung sebab-sebab di sebalik protes daripada kalangan orang biasa - kebanyakannya tidak berpolitik. Hanya meminta maaf atas tindakan "tidak wajar" yang "menyentuh sensitiviti kumpulan tertentu" tidak membincangkan seksisme yang jelas dan menimbulkan persoalan kredibiliti Kementerian ini.

Let us be very clear, the role of the Ministry of Women, Family and Community Development is to promote the empowerment of women by breaking the barriers of patriarchy and gender role stereotyping. It is time to recognise the agency of women and eliminate all forms of discrimination. This is all the more fundamental at times of public health crisis such as now.

Biarlah kami jelas katakan, peranan Kementerian Pembangunan Wanita, Keluarga dan Masyarakat adalah untuk menggalakkan pemberdayaan wanita dengan memecahkan halangan patriarki dan stereotaip peranan jantina. Sudah tiba masanya untuk kita mengenali agensi wanita dan menghapuskan semua bentuk diskriminasi. Ini semua lebih penting pada masa-masa krisis kesihatan awam seperti sekarang.

In many other “fairly developed” nations, the Minister would have offered to resign. Since those at the top have not done so, we the people supporting this petition call on the Minister and Deputy Minister of the Malaysian Ministry of Women, Family and Community Development to step down with immediate effect; failing which, the Prime Minister to remove these two.

Dalam banyak negara "maju yang terbilang", Menteri sudah tentu menawarkan peletakan jawatan. Memandangkan mereka yang berkuasa tidak berbuat demikian, kita rakyat yang menyokong petisyen ini menuntut agar Menteri dan Timbalan Menteri Kementerian Pembangunan Wanita, Keluarga dan Masyarakat Malaysia untuk meletak jawatan dengan serta-merta. Jika mereka tidak berbuat demikian, kami merayu agar Yang Amat Berhormat Perdana Menteri untuk melucutkan jawatan kedua-dua mereka.
