Regulation of coaching centers

Coaching centres have become a necessary evil. We can see kids as small as 10 years preparing for IIT, AIIMS, etc. And this is going to stay. But the coaching centres remain unregulated. There is no concept of student teacher ratio or personnel attention. They have become factories in which our kids are the engine and our money is the fuel
Think about it. Even mobile industry has a governing body called TRAI. Schools are highly regulated but why not coaching centres. Most of the kids spend about 30% of their day in these institutes studying in groups of 150+. Is it fair?
This can be changed if government passes a norm to maintain student teacher ratio, give guidelines about fees structure and other infrastructure.
