Re-consideration of reservation policy in progressive India

Government of India has been implementing reservation policy as per Constitution of India since 1947. It was initially planned for a short duration. Now after seventy years of Independence, a serious reconsideration of the reservation policy is needed in view of degrading the quality of life of Indian Citizen.
Following is an example from JEE 2017 cutoff:
Category Cut-off Score (Out of 360)
Common Rank List (General) : 81
Other Backward Class (OBC - NCL): 49
Scheduled Caste (SC) : 32
Scheduled Tribe (ST) : 27
PwD : 1
Not only the reservation of seats at Engineering or Medical Colleges, the Institution Fee are being reduced for SC, ST, and OBC candidates. The burden comes to the candidates of General category. If the candidate from reserved category is found in line with general cut off, then he/she may be given additional concession in FEE.
This should be analyzed in the light of future progressive India
