New Penalties for Traffic Violations

The new rules brought in from 1st September 2019 for traffic violations are bound to promote corruption at the ground level. No individual will carry so much of cash and since the direct debit of the penalty amount has not been enabled.. this will further promote corruption at the ground level.

The traffic constable along with the defaulter will connive and the exchequer will lose money. The objective of this government is to curb corruption irrespective of the levels. This action of enforcing the rule without proper checks and balances will promote corruption. Can the government please look into it and sort this out?

Also, will the Centre pass a law where the local govt officials (panchayat, block, municipal corporations etc) can be booked for accidents (resulting in death or not) on the road due to potholes? This law should be implementable and should not be stayed/scrapped by the Supreme Court? 

We the citizens of India want clean and efficient government and are willing to pay for the services.
