Money collected by shops for plastic bags should go to pollution control department

Before the Govt passed a notification / regulation in 2011 asking shops to charge the customers for the plastic bags, these establishments used to give it to us for free. The govt order is good, as it helps reduce plastic use, but shop owners now have started a new business selling these plastic bags at ridiculous rates, and we customers are forced to pay up if we need those bags to carry what we purchased.
My suggestion is that the money collected by these shops for these plastic bags should go to the government and that should be used for pollution control initiatives.
Govt should take note as this will generate sufficient funds for pollution control initiatives.
