The appraisal system analyzes the annual performance of an employee and is given by the competent authority/ officer. Existing appraisal system includes a one way appraisal that flows from top to bottom.
This introduced many malpractices including bossism, favouritism and even nepotism which might be along the lines of caste, religion, gender and even can extend to the limits of favouritism to family , neighbours and acquaintances.
Another problems we need to address is the appraiser being power drunk and getting his ways to implemented whether legal or not, at by threatening to ruin an appraisal (ACR) for juniors..
This is the biggest road block to development of our nation which I feel and many of government employees would agree with.
360 degree appraisals intends and has been successful in many organisations to root out such malpractices. Here a senior appraises a junior and junior appraises his seniors as well as his or her peers giving a full view of actual assets and liabilities to the workings of a sector of government.
