Ban public loudspeakers in resorts and hotels.

Sound pollution is a silent killer (pardon the pun). It creates many mental health issues (https://www.science.org.au/curious/earth-environment/health-effects-environmental-noise-pollution). Many Indians do not have respite from noise. It seems like silence has become almost impossible to find anywhere. In the cities, you have constant traffic noise (with loud altered bullets) which can not be avoided at all. It extends late into nights as many work night shifts. Since there is no alternative, you bear with it and then try to at least get some silence by going on outskirts hill stations, etc. The sound follows you there too. The same folks with noisy vehicles end up there and on top of it ask the resort folks to play loud, horrible music thus shattering the peace for helpless villagers, silence seekers, and animals who live around. The loud noise also attracts criminal elements such as drug peddlers. The loud noise gets justified by saying business necessity/fun et al. In reality, the businesses in fact use loud sounds as it reduces discretion and can lead to indiscriminate spending.
However, our constitution guarantees the right to life and it is placed over the right to Business. In Sunil Batra v. Delhi Administration[ii], the Supreme Court reiterated with the approval the above observations and held that the “right to life” included the right to lead a healthy life so as to enjoy all faculties of the human body in their prime conditions. It would even include the right to protection of a person’s tradition, culture, heritage, and all that gives meaning to a man’s life. It includes the right to live in peace, to sleep in peace and the right to repose and health. Requesting the Government of India to therefore ban the use of loudspeakers unless there is a soundproof auditorium on the premises. The noise should be contained in the premises and should not seep through to the surrounding areas.
