Cyclists should be licensed, insured and pay a road tax. All other road users driving any type of vehicle, be it a car, van, lorry, or motor cycle, (as well as public transport), have to pass a practical road test to gain a road license. They must ensure their vehicle’s and pay road tax. Now that cyclists have the hierarchy on roads, being allowed to use the roads in the same way as motorised vehicles, they should require a pass on a practical road safety test, gaining a license. All bikes should have a license plate tag for identification purposes, (the same as motorised vehicles).  Cyclists should be insured & pay a road tax to use the roads for both leisure and commuting, just as other road users have to. Stop discriminating against motor vehicle users and make the rules fair for all.
