Archaic Listed planning laws make any changes to improve insulation or otherwise save energy are laborious in details required, incredibly slow and generally turned down by out of touch historical advisors.  The Government advised a few years ago that the listed planning rules should seek to retain the features that properties were listed for and not interfere in the minutia of householders lives. They should not be freezing properties in the 1940's. up-dating rules would allow thousands of homes to be improved to stop drafts from not always very old window frames, replace single gazing apply effective insulation, allow use of Air Source heating and other modern aids.

To replace a 1980's window frame in a 600 year old home requires detailed diagrams of all the window bar profiles, measurements with photo's and take months only to be rejected without any inspection or explanation. A replacement curtilage listed house (collapsing barn) on same site has to be incredibly insulated, sealed for pressure testing and every other requirement for modern homes and higher standards than most estate builds. 

Home owners are wiling, nay desperate to make these improvements at their own expense and are blocked sat every turn. These house can always retain their features of interest and character.
